The Reserve Bank of India (RBI) has ordered all banks, ATM networks, White Label ATM Operators or WLAOs to offer Interoperable Cardless Cash (ICCW) service at all ATMs from the country. Once the facility is operational for all banks, everyone will be able to withdraw money from ATMs without using a debit or credit card.
RBI has also requested the National Payments Corporation of India (NPCI) to facilitate the integration of Unified Payment Interface (UPI) with all banks and ATM networks to help authenticate transactions. “All banks, ATM networks and WLAOs can offer the ICCW option at their ATMs. NPCI has been advised to facilitate Unified Payment Interface (UPI) integration with all banks and ATM networks,” RBI wrote in a recently released circular.
The central bank further explained that customer authorization will be done with the help of UPI but settlement will be through the National Financial Switch (NFS) or ATM networks. “ICCW on-us/off-us transactions will be processed without levying any fees other than those prescribed in the Interchange Fees and Client Fees Circular,” the circular reads.
Withdrawal limits will be in line with limits for regular ATM withdrawals inside and outside the United States, the central bank noted. “All other instructions related to the harmonization of execution times (TAT) and the compensation of customers for failed transactions will continue to be applicable,” the circular states.
Currently, only some banks like ICICI and HDFC offer cardless cash withdrawal service at their ATMs. As days go by, all other banks operating in the country will allow customers to withdraw cash from ATMs without using their debit or credit card.
